On February 7, the 13th Central Committee’s Inspection Commission held an official handover of the management position of this agency to Nguyen Duy Ngoc, former police general and close to Lam.

Up to now, the position of Chairman of the Central Committee’s Inspection Commission has been officially handed over to Ngoc – a close associate of Lam, so this agency has the qualifications and authority to investigate any Party organization under the Central Committee.

In the organization of the party, the Central Committee’s Inspection Commission is an agency that plays an important role in the fight against corruption. This agency has the right to decide on disciplining Party organizations and leading Party members if there are acts of corruption.

When there are signs of violations, based on the investigation records of the Ministry of Public Security, this agency will conduct verification to draw conclusions. At the same time, it will propose disciplinary measures, so that the Politburo and the Secretariat can make the final decision.

The abovementioned things show that the relationship between the Central Committee’s Inspection Commission and the Ministry of Public Security is of great significance in deciding on disciplinary actions against senior leaders.

Currently, the two particularly important positions mentioned above have officially been held by two close disciples of Lam, Ngoc and police chief Luong Tam Quang, both from Hung Yen province, the native location of the party chief.

Therefore, the fact that the leaders of the agencies in the inspection and investigation system belong to the same faction can affect objectivity. That can lead to bias, leading to unfair disciplinary action, based on group interests.

The policy of “streamlining the apparatus” has been exploited by Lam as a tool to eliminate factions in the party. This helps Lam quickly eliminate political opponents. When power is concentrated in a small group, the risk of abusing power to suppress opponents or serve personal interests increases. This will create potential risks and cause many dangerous consequences that affect the survival of the party.
